'As it enters its tenth year, the Arms Trade Treaty (ATT) stands as one of the newest multilateral initiatives seeking to address the impact of the global arms trade. It was one of the first international instruments to mandate exporting states parties to consider the risk of arms being used to commit or facilitate serious acts of gender-based violence (GBV) (art. 7.4). Despite the dark legacy of weapons and their role in facilitating colonialism, subjugation, conflict, and the entrenchment of patriarchal systems in state-building efforts, few countries in the Indo-Pacific region have signed or ratified the treaty.'
